This is Bulletin No.2 with the latest updates about the 1998 Control Line World Championships and information on how to make the Final Entry.

Rule Changes

The 1998 CIAM Plenary Meeting decided on a number of rule changes and clarifications that will be in effect from July 1, 1998, and therefore apply to the 1998 World Championships. The changes will be briefly mentioned here, but we suggest that you obtain the text issued later by FAI.

F2C: 4.3.7.d) The starting signal is given by the Circle Marshal through a visual signal (flag) and a sound signal. For the last 3 seconds of the countdown and at the starting signal the mechanics must be standing erect close to their model and the pilots must be crouching on the border of the centre circle, with their control handles as close to the ground as defined by the F2C Jury. The starting signal must be "sharp" to enable accurate timing.

Opening Ceremony

The Organising Committee invites all participants to the Opening Ceremony at the airfield "Chayka". The Opening Ceremony will be held in the morning of August 24 before the airshow to mark the Independence Day celebrations.

Contest Site

See the attached scheme in Bulletin No. 1. A more detailed map of the contest site will be provided upon arrival. On site facilities include pavilions for model servicing and safe model storage. Medical care will be available.

Arrivals

Early arrivals are possible from August 17, when lodging and some practice on site will be available. Meals are provided in the hotels by booking on the entry form. Late departures are possible too, and meals are provided in the hotels as well. Local bus transportation service is available from August 23 to August 30.

Lodging

The number of rooms in certain hotels (see Bulletin No.1) is limited and priority will be given to early applications and applications from families. If there are not enough rooms in a certain hotel, rooms in a similar hotel will be offered. Local bus transportation from all hotels will be organised twice a day in the morning and in the evening and possibly one more time for a lunch in hotel.

Meals

Breakfast and dinner are provided in the hotels. The lunch package on the airfield is provided. Hot lunch can be provided if ordered on the Final Entry Form or upon arrival. Lunch in hotel can be provided too. Meals for extra days should be booked and paid for upon arrival. Any special requirements for food, such as vegetarian or religious custom should be noted on the Final Entry Form.

Banquet

The banquet will be held in a restaurant of the tourist complex " Prolisok".
Note: The banquet will be held on 29 August, not on the 28 August as was noted in the schedule of Bulletin 1.

Tourism

Tourist programmes will be offered on all days. The Kyiv Tourist Office offers a ticket that gives access to museums, art galleries, theatres, opera and sightseeing. Details may be found in the enclosed tourist information.

Excursion Tour

An excursion tour is scheduled for August 29. The tour will be by ship along Dnipro river after the sightseeing tour by Andrijvsky Uzviz (see attachment "Welcome to Kyiv" - part about the sightseeing). The ship will be stopped at the one of the Dnipro’s islands for a picnic with barbeque.

Currency Exchange Rate

The national Ukrainian currency is Hryvna ( its one hundredth unit being Kopijka ). Current (April ’98) exchange rates are:
$1 = about 2 Hryvna
DM1 = about 1,15 Hryvna
USD and DM are the most commonly accepted foreign currencies. You can exchange hard currency for Hryvnas (and vice versa) at an increasing number of locations throughout the city. We recommend that you change your money into local currency at any of the exchange office. New exchange offices are popping up all over the city. Traveller’s checks can be cashed at major hotels and a small number of banks. Credit cards are accepted by some major hotels, ‘western-style’ supermarkets, restaurants, bars and casinos, but be sure to ask first.

Car Rental

Car rental is provided. There are some agencies in Kyiv. Cars and minibuses with driver (except Avis, where it is possible to book a car without driver, but only through a credit card). See attached price-lists. Car rental prices depend on the type of car, duration of rental (week, day, 10 hours, one hour etc). Insurance will be added to the rate of rental. Meeting at the airport is available. Petrol (gasoline) costs around 0,75 hrivna per litre. You can book vehicles through the organiser. We recommend booking private minibuses. It is not expensive and more convenient. Make notes in the entry form for rental car’s booking meeting in the airport etc.

Fuel ingredients will be sold on site. We request that an advance order be indicated on the Final Entry Form. Advance orders can be prepared in suitable containers.

A competitor who is also a Team Manager pays only the single competitor fee.
F2D mechanics pay as helpers.
Children under the age of 12 accompanying paying adults do not pay entry fee, but 50% for the accommodation.

Final Entry Form Instructions

Next Bulletin

Bulletin No. 3 is scheduled for July 10. It will contain detailed travel and arrival information, the rules of entry to Ukraine, presentation of entries and any other necessary updates. The paper in Ukrainian language will be attached to help during customs and passport control. A fourth bulletin will be used only if there are important changes.
